Can we rely on the altruism of professionals or the public service ethos to deliver good quality health and education services? How should patients, parents and pupils behave - as grateful recipients or active consumers? The book provides new answers to these questions, and evaluates recent government policies in health services, education, social security and taxation, and puts forward proposals for policy reform: universal capital or 'demogrants', discriminating vouchers, matching grants for pensions and for long-term care and hypothecated taxes.

Offering a new answer to an age-old problem: the meaning of a just or equitable distribution of resources, Julian Le Grand examines the principal interpretations of equity used by economists and political philosophers. He argues that none captures the essence of the term as well as an alternative conception relating equity to the existence or otherwise of individual choice. Le Grand shows that this conception is not only philosophically well-grounded but is also directly relevant to key areas of (...) distributional policy. His theoretical argument is complemented by detailed discussion of the application of the central idea to specific areas of policy, including the distribution of health and health care, central government grants to local governments and the measurement of income for tax purposes. Equity and Choice is written by an economist, but is intended for political philosophers and social policy analysts as well as economists. Hence the key chapters are written in a non-technical fashion, with specialized material relegated to appendices. ABSTRACT Following Rawls' seminal work, political philosophers and economists have recently shown great interest in different conceptions of equity or justice. Apart from Rawls' own principles, these have included utilitarianism, need and desert, horizontal and vertical equity and envy‐free distributions. None of these conceptions, however, seem to command general consensus; and this paper is an attempt to find out why. The conclusion is reached that they all fail because they do not take account of an essential element of equity: its (...) relationship to the existence or otherwise of choice. An alternative conception is offered, based explicitly on that relationship; it is argued that this conception comes closer to capturing the essence of what is generally meant by the term equity than any of the others considered. I examine the implications of stereotyping and its intersections with the political realities facing American Indian communities. Specifically, I examine the typification of Indian as ecologically noble savage, as both employed and refuted by environmentalists, through the lenses of cognitive and social psychological perspectives and then bring it within the context of a broader cultural critique. I argue that the noble savage stereotype, often used to promote the environmentalist agenda is nonetheless immersed in the political and ideological parameters of the (...) modern project. Finally, I reassert the right and, more importantly, the authority of Native American peoples to ultimately define for themselves their respective identities and destinies. (shrink)

If Europe wants to overcome its current crisis, it urgently needs to develop a new political vision and a new concept for political integration. By focusing on the idea of a cosmopolitan Europe, this article outlines such a political vision for Europe. To this end, it first suggests reformulating the concept of cosmopolitanism in such a way that it is not tied to the ‘cosmos’ or the ‘globe’. With the aid of such a generalized concept of cosmopolitanism it then presents (...) a novel, cosmopolitan approach to European integration that is no longer concerned with harmonizing rules and eliminating (national) differences, but with recognizing them. Finally, it outlines a new, post-national model of democracy for Europe that no longer disenfranchises citizens and instead gives them an active role in European decision-making processes. (shrink)

Publicly funded services such as health care and education often offer their users little by way of choice of provider. Partly in consequence they often create substantial inequities, with the less well off utilizing those services less relative to their needs than the better off. Contrary to popular perception, policies that offer choice of provider within these services can increase equity — provided that those policies are properly designed.

In Mensonge romantique et vérité romanesque, René Girard attempts to explain how desire has been depicted in different European novels. According to Girard, the lesser novelists have retracted to some kind of romantic worldview in their description of human relationships. While the “romantic writer” does not see that desires are mediated by other people’s desires, and instead describes desire as object-related, linear, and devoid of any ongoing mimetic contagion, a number of novelists, are, nonetheless, able to reveal the illusion of (...) romantic desire. Los avances neurocientíficos abren la posibilidad de modificar las capacidades del ser humano, con afán de mejorarlo. Un ejemplo de estos cambios se encuentra en los neurofármacos. Alterar la memoria, la atención o el ánimo pueden suponer un cambio de identidad personal. Se analiza esta cuestión de la identidad y lo que pueda suponer de modificación de una naturaleza humana, lo que lleva a replantear el debate entre naturaleza y cultura, también desde la neurociencia actual.
